Portugal’s Golden Visa Program: U.S. Leads While Türkiye Ranks Among Top Six

The Agency for Integration, Migration and Asylum (AIMA) has published its 2024 Migration and Asylum Report, revealing notable data on residence permits granted under the country’s investment-based residency scheme, widely known as the Portugal Golden Visa Program.

According to the report, a total of 2,081 residence permits were issued in 2024 through investment routes. In addition, 2,909 residence permits were granted under family reunification provisions linked to these applications.

When examining the nationalities of investors who received the Portugal Golden Visa Program, the United States ranked first.

Top Nationalities of Golden Visa Investors

Based on 2024 data, the countries with the highest number of Golden Visa investors were:

  • United States – 406 applications
  • China – 296 applications
  • Russia – 248 applications
  • United Kingdom – 147 applications
  • India – 140 applications
  • Türkiye – 128 applications
  • South Africa – 100 applications
  • Brazil – 98 applications

The data indicates that the investor profile within the Golden Visa program is becoming increasingly global in scope.

Commenting on the report, Çiğdem Sarıoğlu Ergut, Türkiye Director of Harvey Law Group, said:

“The Portugal Golden Visa program is not only a residence permit for investors; it is also a strategic tool for global mobility, access to Europe, and international movement. In recent years, increasingly complex visa processes and growing global uncertainties have significantly increased investors’ interest in alternative residency and citizenship programs. The strong demand from the United States and Asia clearly demonstrates the program’s global appeal, while the fact that investors from Türkiye rank among the top countries shows that Turkish citizens are placing greater importance on international investment and mobility strategies.”

Foreign Population in Portugal Continues to Grow

The report also highlights the rapid increase in the foreign population in Portugal. By the end of 2024, the number of foreign residents reached 1,543,697, nearly four times the approximately 421,000 recorded in 2017.

According to data from the Agency for Integration, Migration and Asylum:

  • 218,332 residence permits were issued in 2024
  • The agency’s operational capacity increased sevenfold
  • Interviews were conducted with more than 600,000 foreign nationals
  • Over 480,000 criminal record checks were carried out
  • More than 230,000 residence cards were issued

Demographic Profile of Foreign Residents

Demographic analysis in the report shows that the migration profile in Portugal is largely composed of people of working age.

Key findings include:

  • 85.5% of the foreign population is of working age
  • The largest age group is 18–34
  • 0–17 age group: 8.2%
  • 65 and over: 6.3%

These figures indicate that migration to Portugal has a strong economic and workforce-driven character.

While the 2024 data highlights strong global interest in the Portugal Golden Visa Program, updated performance figures for the program are expected to be published within the next six months. The upcoming report is anticipated to provide a clearer picture of potential changes in investor profiles and country rankings.
